A modern university library should serve as a guide to the world of information in a globalized digital society, helping existing and future users to find, evaluate, use and create knowledge, develop skills for learning during the whole life. To do this, the library should become a customer-oriented service system, communication space that promotes the development of research and academic activities of the university, its integration into a globalized scientific, educational and information environment.

The SumDU Library Development Strategy for 2018-2022 is designed to identify key issues of library development and establish priority areas aimed at implementing service, technological, organizational and social innovations, as well as adapting best practices in the organization of library activities of universities in Ukraine and the world.
The SumDU Library Development Plan for 2018-2019 contains a list of priority short-term measures within the framework of the General Library Development Strategy.




The Library of Sumy State University (after – the Library) is a structural unit of Sumy State University (hereinafter – the University, SumDU) and according to the Regulations is subordinated to the Vice-Rector for Research and Teaching.

The Library Development Strategy (after – the Strategy) was developed in the context of the SumDU General Development Strategy (Conceptual Principles of SumDU Activity, Development Strategy for 2010–2020) in order to support the implementation of the priorities set by the University; strengthening the role of the Library as a partner in research, teaching and research communication; and spreading an organizational culture that stimulates the professional development of the Library staff, promotes innovation, communication and effective interaction with the university community and the world.

This document defines the mission, vision, guidelines and priorities for reforming the university library center with the definition of tasks and performance criteria.

The following areas have been identified as priorities in the reorganization of the Library:

  1. Support of research, teaching and learning.
  2. Promoting the development of new competencies and branches of science.
  3. Introduction of a customer-oriented service model.
  4. Improving digital content, tools and services.
  5. Improving physical and virtual library spaces.
  6. Creating a creative communication space.




I General information about the Library


SumDU Library is an integrated system, which includes:

  1. Central Library (2 Rimsky-Korsakov Street):
    • Document acquisition department;
    • Department of scientific and technical processing of documents and cataloging;
    • Information Technology and Computer Support Department;
    • Information and bibliographic department;
    • Service department (subscription and reading rooms);
    • Event Room
  2. Medical Library (31 Sanatorna Street).
  3. Branch of the Library (9/1 Pokrovska Street).
  4. Remote Libraries:
    • The library of the Mechanical Engineering College;
    • Shostka Institute Library;
    • Shostka College of Chemical Technology College;
    • The library of the Konotop Institute (KI);
    • The library of the Polytechnic Technical School KI;
    • Library of the Industrial and Pedagogical College of KI.
    • Libraries of territorial centers of remote communications of the university.

ІІ. Library development strategy


The Library's development strategy is designed to define the mission, vision, values ​​and strategic priorities of the SumDU Library until 2022, which will correspond to the institutional, information and technological environments and stimulate the success of the Library and the University in the future.

The mission of the Library is to promote quality information resources and innovative services to stimulate creativity, intellectual innovation, provide space for continuing self-education and effective use of the University's potential in solving social problems.

Vision: The library aims to be an innovative cultural and information center of the University, which inspires and provides a high level of research, teaching and learning, based on expertise, modern collections, library space (physical and virtual) and services.

In the implementation of strategic directions of development, mission and vision of the Library, we are guided by the following principles:

  • We develop and provide user-centric services.
  • We support a work environment that promotes learning, intellectual growth and the development of popular skills of students and teachers of the University.
  • Our strength in diversity:
    • We are guided by different opinions, qualifications and experience in our actions and decisions;
    • We provide access to an international and multilingual collection representing different cultures, ideas and information.
  • We strive to be an intellectual hub that unites and develops communities, fosters connections, collaboration and interdisciplinarity.
  • We recognize the benefits and support the ideas of open access and standards, and use them where appropriate.




Strategic priorities and goals


Priority 1: Support for research, teaching and learning


To ensure a high quality teaching, research and publishing environment of the University, the Library will seek new forms of partnerships and cooperation with users, various groups of the university staff and the general public.

Goals and actions:

1.1. To form in cooperation with the departments and NTSA of SumDU Web-content of support of scientists, teachers, students in the areas of research, disciplines and information competencies.

1.2. Expand tools and services for searching and using information from external scientific and educational electronic resources, prepaid and open databases, electronic resources of own generation (e-catalog, e-library, repository, OCW and Mix SumDU).

1.3. Develop and integrate into curricula electronic courses on information literacy, academic writing and data analysis for students of different courses, graduate students. Introduce the practice of conducting relevant seminars and trainings for different target groups.

1.4. Provide the ability to work with big data on the implementation of educational and research projects, using specialized software in the Library.

1.5. Actively study and implement modern open automated integrated library systems (such as FOLIO or KOHA).

1.6. Establish constant monitoring of the activity of target groups on the use and formation of resources and services of the Library, develop appropriate feedback mechanisms to meet the information needs of users.




Priority 2: Promoting the development of new competencies and branches of science


In its activities, the Library focuses on the use of modern methods of collecting, processing and storing information, the development of relevant competencies of students, teachers and researchers, including in the field of data, images and media.

Goals and actions:

2.1. Accompany first-year students for the formation of basic information, cultural and academic literacy, setting positive expectations of experience at SumDU.

2.2. Establish partnerships with faculties and departments on the formation of the Library's collections and the development of joint projects aimed at developing students' and university staff skills in working with data, conducting research projects and writing term papers and dissertations.

2.3. Conduct bibliometric research in order to identify trends in the development of subject areas, the search for new scientific directions.

2.4. Constantly develop the SumDU eSSUIR repository. Establish a system of quality preparation and publication of qualification and certification works of students in the open electronic archive of the university and the National Repository of Academic Texts (HPAT). Integrate certified anti-plagiarism systems into repository software.

2.5. Improve the search and delivery of physical and electronic information resources, establish cooperation with other libraries on the exchange of funds and order the necessary literature (or other resources).

2.6. Improve the repository's search capabilities by creating metadata compatible with national and international search engines and links to directory entries.

2.7. Create a separate structural unit of the Library, which will provide consulting support for educational and scientific activities of the University, including work with electronic resources, scientific sources of information, scientometric bases.

2.8. Organize a Data Analysis and Digital Services Laboratory to support qualitative and quantitative digital research, project management consulting (Research Data Management - RDM), communication and publication of research results.

2.9. Actively participate in international projects, attract grant funds for the development of the Library and the implementation of new initiatives.




Priority 3: Introduction of a customer-oriented service model


To increase the Library's involvement in the innovative development of the University and its integration into the international educational environment, the Library is developing a service management system, the main task of which is to meet the needs of consumers through:

  • Establishing processes of constant dialogue and regular feedback to understand and retain their customers.
  • Providing interactive interaction with various groups of users with the use of modern information technologies
  • Cooperation based on relationships that form value for customers.
  • Service quality management and improving the user experience with the Library.

  Goals and actions:

3.1. To form up-to-date collections of printed and electronic information resources, focusing on a variety of areas, topics, languages ​​of publication and the authority of sources.

3.2. Provide priority replenishment of the electronic library with full-text electronic databases and textbooks.

3.3. Conduct an analysis of the completeness of curricula and disciplines, establish cooperation with departments and student organizations to improve the methodological support of training courses, their connection with open access resources, improve the quality of work programs.

3.4. Develop Web-services for students, teachers and researchers, systematizing all available sources in the areas of research/specialties; form the relevant information and research competencies of users.

3.5. Develop services to improve user competencies in data analysis and visualization, creation of geographic information systems, research planning, project writing, processing and publication of digital information. Develop distance learning courses on the formation of information-analytical, written competencies.

3.6. Develop personalized information delivery services on the most relevant research topics by subject areas; selection of potential research partners, sponsors and international publications for publication of research results; preparation of grant applications, etc.

3.7. Establish a system of communication and consulting support for services, which will include trainings, seminars, consultations, various events aimed at promoting services.

3.8. Raise awareness of integrated services and activities of the Library at all levels through extensive communication, advertising, educational activities on social networks, blogging, branding.

3.9. Provide constant feedback to users through the improvement of the Library site, integration of the library system (UFD) with the ASU of the University, development of new modules of work with the Library in the Personal account of the user.

3.10. To organize a system of continuous professional development for employees in all services of the Library, and to attract new specialists to strengthen new non-core areas of work.

3.11. Enter into agreements with publishing companies and software developers to obtain academic licenses to work with the required databases and software.




Priority 4: Improving digital content, tools, services.


The library strives to provide services and educational and research resources in the formats that best meet the needs of the user, focusing on supporting digital content, tools and services, while providing access to printed materials.

Goals and actions:

4.1. Increase licensed and open access to digital scientific content in all formats, including new forms such as research databases and multimedia.

4.2. Provide access to all resources of the Library through the website from any interfaces, mobile devices, including remotely.

4.3. Synchronize the library system of UFD with the ASU of the University in cooperation with the developers of UFD and the Center of information systems of SumDU; add Library service modules to the personal account of users. In parallel, prepare an action plan and measures for the transition to an integrated system of the New Generation Library (open platforms FOLIO or KOHA), which provide access to and manage electronic, digital and print resources, media library, allow collaboration with other libraries, service providers and developers.

4.4. Automate online registration of new users linked to the mailbox of the domain Set up to receive automatic notifications to the mailbox about the timing of the return of literature, to realize the possibility of ordering literature, consultations through the personal account of the student/teacher.

4.5. Improve network infrastructure, extend coverage, and increase Wi-Fi to improve user access to the Internet.

4.6. Redirect to the e-Library from work programs of disciplines, course websites, social networks, virtual research environments, other services according to user needs.

4.7. To study the machine-learning algorithm that generates recommendations to users based on the behavior of those who performed similar searches. Develop a pilot project to implement the service.

4.8. Support and encourage the use of new digital tools for research (shared virtual research tools, open publishing platforms, platforms for hosting IT projects and their joint development (GitHub) (wiki), blogs, social media, data citation and visualization tools, educational technology, etc.).

4.9. Provide staff and customers with access to the necessary equipment and licensed software, as well as organize training programs with the involvement of specialists in the IT sector.

4.10. Actively cooperate with other libraries, professional associations and international organizations in terms of learning experience, cooperation and attracting grant funds for the implementation of innovative projects of the Library.

4.11. Provide on a regular basis organizational, methodological and informational and advisory support for the promotion of ethics of academic relations and compliance with the principles of academic integrity (research and academic integrity).




Priority 5: Improving the Library space


Reorganize the physical space of the Library in coordination with the development of educational, research and cultural needs of the University.

Goals and actions:

5.1. Initiate the renovation of the premises of the Central and Medical Library to ensure open access to literature, creating comfortable conditions for communication and recreation; allocation of premises for open lectures, trainings, individual work; acquisition of equipment and software coworking and MakerSpace spaces.

5.2. Take energy efficient measures to improve the temperature conditions of the Central Library.

5.3. Involve specialists in setting up anti-theft security gates for RFID or magnetic tags, integration of gates with ABIS UFD.



Priority 6: Creating a communicative creative space


Create a communicative creative space on the basis of the Library in order to stimulate communication on new initiatives, innovative projects and the formation of a stable creative community of the University.

Goals and actions:

6.1. Establish communication and initiate the practice of holding joint events and activities with student, school, community, professional communities, business partners.

6.2. Create comfortable conditions for attracting different target groups of users, promoting their communication and interaction, implementation of innovative interdisciplinary and cultural projects. Develop projects for a new design of the Library with the allocation of areas of individual work, coworking, spaces for cultural recreation, lectures, seminars, trainings.

6.3. Take measures to provide equal opportunities to all users: regardless of age, gender, origin, physical ability.

6.4. Develop a set of measures to create a visible "green" image of the Library, which will serve as an example of energy efficiency, care, conservation and reuse of material and natural resources, waste reduction, innovation in design and services.
